I've used the 'shiny' effect style in a bunch of my sigs and tags, and thought I'd share with you!

This will be a SIMPLE baby step tutorial for now.
You can use fractals, renders, c4ds, whatever you please.

Step 1 - Choose a fractal/render/c4d of your choice. If it's a fractal, get some action. Sparkles, clouds, etc.
It it's a render, don't have a bad quality render or too dull of a render.
c4ds don't matter.~

Step 2 - Press CTRL+J.

Step 3 - Press the Blur tool, set the size to a reasonable size and set the Strength to 100%.

Step 4 - Start blurring everywhere, however much you want. After that, under 'Kind' in 'Layers', set the blurred layer of the fractal to Lighter Color.

Congrats, you got the 'shiny' effect. If you want more 'shiny' and depth, you can repeat the process. I wouldn't repeat it too much with renders or c4ds too many times though.

That was just a simple, baby-step tutorial of the 'shiny' effect.

Another way to do it is when you have everything you want "shiny" You can keep those layers visible and turn off the rest, press Ctl+Atl+Shift+E to get all of it on one layer. Under "Layer" choose "Blur", "Gaussian Blur" and choose a setting around 3, not too much higher or lower and press ok. From there you go under layer styles and Lighter Color.

That's just how I do it, there's more than one way as shown above ^_^
